1. Income derived by a production enterprise from the production and construction of products using coal gangue, Shanghai slag and fly ash as the main raw materials shall be exempted from income tax for 5 years from the date of production or operation;

2. Develop infrastructure, expansion and technical renovation projects of new wall materials, and implement the policy of tax saving and 0% tax rate for fixed asset investment;

3. For enterprises producing new wall materials, land use tax can be reduced or exempted according to the specific situation

4. The slag discharging unit shall not charge fees in any name for the waste residue of the production of new wall materials or make use of the waste residue to produce new wall materials in a disguised form. The slag discharging enterprise shall give active support and, if possible, subsidies.

5. The project of developing new wall materials may be included in the policy-based investment project for capital construction of the China Development Bank, and may enjoy policy-based loans;

6. The raw materials of enterprise scales containing not less than 30% coal gangue, fly ash, Shanghai slag and other waste building materials shall be exempted from product value-added tax;

7. Develop new wall material projects, introduce foreign advanced equipment, and avoid import equipment tariff and value-added tax;
