"Twelfth Five-Year" Wall material innovation guidelines

The 12th Five-Year Plan period is a critical period for accelerating China's industrialization and urbanization process. On the one hand, a large number of solid wastes are discharged and stockpiled, occupying precious land, polluting the environment and harming human health. On the other hand, the demand for building materials products in urban and rural construction increases sharply, and constraints on resources and the environment become increasingly prominent.Further promoting the renovation of wall materials is an important measure to protect cultivated land, save energy, improve the efficiency of resource utilization, transform the mode of economic development, safeguard the rights and interests of the people, alleviate the contradiction between economic and social development and resources and environment, and enhance the ability of sustainable development.In order to further promote the renovation of wall materials, this guidance is formulated.

I. Remarkable achievements have been made in the renovation of wall materials during the eleventh Five-Year Plan period

　　(1) The task of "banning reality" in urban areas has been basically completed.By the end of 2010, more than 600 cities in China had basically banned the use of solid clay bricks in urban areas.On the basis of the completion of the urban "ban", some regions have started to push forward to the county seat, and 487 counties in 16 provinces (autonomous regions and municipalities directly under the Central Government) have been "ban".In some areas, work has been carried out to prohibit the production and restrict the use of clay products (hereinafter referred to as "no adhesion").

　　(ii) Rapid development of new wall materials.In 2010, the output of new wall materials in China accounted for 55% of the total volume of wall materials, 11 percentage points higher than that of 2005, and the pattern of production and application dominated by new wall materials was basically formed.A total of 4.8 billion square meters of new energy-saving buildings were built with new wall materials, more than three times the area at the end of the tenth Five-Year Plan period.The annual production capacity of new wall materials is more than 5,000, which is more than 50% higher than the end of the tenth five-year Plan. It changes the situation that traditional wall materials enterprises are mainly small and scattered with brick and tile kilns.

　　(3) Technological level has been greatly improved.The new wall material equipment industry has been strengthened, and the national new wall material equipment enterprises with annual output value of over 100 million yuan have grown from nothing to more than 30.The product quality and application level of new wall materials have been improved obviously, presenting serialization, standardization and standardization of production and application, meeting the increasing demand for wall materials in urban and rural construction.A number of complete sets of technology and equipment with independent intellectual property rights, advanced technology and high degree of automation have reached the international advanced level, and have been exported to more than 80 countries.

4. Notable achievements have been made in conserving energy and reducing emissions.Through the elimination of backward production capacity, technological transformation of enterprises and construction applications, the total amount of standard coal saved was about 25 million tons, carbon dioxide emission was about 55 million tons, and sulfur dioxide emission was about 500,000 tons.A total of 14,000 clay brick and tile enterprises were shut down nationwide, and over 100 billion standard bricks with backward production capacity were eliminated.

(5) The effect of reclaiming waste land is outstanding.New wall materials will absorb about 1.5 billion tons of solid waste such as coal gangue, fly ash and tailings, and reduce the amount of land destroyed by burning bricks, the land occupied by stockpiling, enterprises closed down, and the production capacity of clay bricks eliminated. In total, more than 3 million mu of farmland was saved, making a positive contribution to keeping the red line of 1.8 billion mu of farmland.

　　Although remarkable achievements have been made in the renovation of wall materials during the 11th Five-Year Plan period, solid clay bricks still have a large market in the construction of houses for urban and rural residents.The quality of new wall materials should be further improved.The ability of wall material innovation and promotion needs to be strengthened.With the acceleration of industrialization and urbanization during the 12th Five-Year Plan period, a large amount of solid waste has been generated and stockpiled, occupying a large amount of land and causing serious environmental pollution.At the same time, with the rapid development of urban and rural construction and the continuous improvement of people's living standards, there is an urgent need for a large number of new wall materials of good quality to meet the needs of the development of green and energy-saving buildings. The innovation of wall materials is facing new situations and challenges.
